Policies and decisions develop and are implemented for a wide variety of good reasons, many of them having nothing to do with rational understanding of “what works and why?” At Syntek Technologies we recognize the many inputs that go into forming policy. We strive not to eliminate these other reasons, but to help people make evaluation knowledge as large an input as legitimately feasible. We believe that evaluation is to help people understand what they can do and what they should do. It is not to tell people what they must do.
